Latkes are traditionally made with potatoes, flour (often wheat-based chametz), and sometimes breadcrumbs or matzo meal. Potatoes are fine (not chametz), but wheat flour is leavened grain forbidden during Passover. Even matzo meal versions require strict kosher-for-Passover certification to avoid kitniyot issues or cross-contamination; standard "Latke" products aren't certified and contain chametz. For Passover, use potato starch or certified Passover matzo meal instead.

Foods that are kosher for Passover are foods that do not contain chametz or chametz residues.
What is Chametz?
Chametz is any food containing one of the five grains (wheat, barley, rye, oats, spelt) that has leavened.
